Implementation Measures of Midterm Inspection on Teaching
Midterm inspection on teaching is an important measure for stabilizing the teaching order, promoting the teaching reform, and improving teaching quality of the university. It takes an irreplaceable effect on helping administrative department for teaching to know well about teaching conditions, improving teaching exchange, adjusting teaching strategies, etc. We hereby enact the measures for the progress of midterm inspection on teaching in a proper, ordered, scientific and efficient form.
I. Purpose
1. Standardize the teaching works;
2. Advance the teaching reform;
3. Promote the teaching exchange;
4. Improve the teaching quality.
II. Time and Contents
1. Time of inspection: from the 10th week to the 12th week of every semester.
2. Scope of inspection: various teaching activities organized for full-time undergraduate and higher professional programs.
3. Focal points of inspection: style of teaching and style of study.
4. Main contents of inspection:
(1) Normative levels in teaching of youth teachers and new teachers;
(2) Appraisal by experts and the school/department for teaching conditions of teachers who obtained lower grades in teaching assessment by students in the last semester.
(3) Style of study.
(4) Others.
III. Procedures and Requirements
1. The 9th week: preparatory stage for midterm inspection on teaching
(1) Convene a meeting of deans to assign the duties of midterm inspection on teaching;
(2) Each school/department shall lay down a plan of midterm inspection on teaching (including times, places and attendants of various open lectures and demonstration lectures; date, place and responsible of symposium among teacher and students; detailed measures of inspection on style of study, midterm examination and check, etc.) of the school/department. The plan should be submitted to Teaching Assessment Section of Dean’s Office by the 10th week.
2. From the 10th week to the 12th week: overall implementation stage for midterm inspection on teaching, detailed contents include:
(1) Midterm examination (check);
(2) Each school/department shall organize members of teaching committee, teaching tutors and relevant personnel to attend lecture of new teacher, confirm whether the teaching level of new teacher is up to the standard or not. If not, corresponding measures should be adopted timely to suspend his/her teaching activity and his/her teaching should be improved within a definite time. If it is up to the standard but has much room for improvement, then teaching tutors should help the teacher to improve;
(3) Organize teachers at key teaching posts, winners of teaching prize, winners of top 10 teachers, and other excellent teachers give open lectures, demonstration lectures, and seminars within the whole university;
(4) Organize members of teaching committee of the school/department to do overall assessment on teaching quality of teachers who were qualified or unqualified in teaching assessment by students in the last semester and give lessons for full-time undergraduate or higher professional program students. Then a final opinion (qualified or unqualified) should be formed and reported to the Dean’s Office, the Dean’s Office shall confirm whether the teaching quality of the teacher is qualified or unqualified according to the opinion of the school/department and the opinion of teaching supervisor. If unqualified, according to relevant stipulations of the university, the qualification of giving lecture of the teacher in this semester should be cancelled, and corresponding school/department shall organize personnel to help him/her to improve and submit an improving training plan to the Dean’s Office. If qualified, corresponding school/department shall also analyze the reason for lower grade obtained by him/her, and shall help him/her to improve;
(5) School/department and the university shall organize and convoke student symposium and teacher symposium respectively to know well about developments in teaching;
(6) Each school/department shall organize personnel to inspect style of study of students, deliver questionnaires on style of study of students (annexed) to all teachers. The questionnaires should be completed and submitted to Teaching Assessment Section of Dean’s Office after the finish of midterm inspection on teaching. Each school/department should make a survey report on style of study of students (mainly including status quo, analysis on cause of formation, and improving measures) of the school/department.
(7) Organize partial teachers of corresponding schools/departments to attend lectures in cooperative schools and know about teaching conditions.
3. Summary and exchange stage for midterm inspection on teaching
(1) Convoke a summing-up meeting of midterm inspection on teaching of each school/department;
(2) Convoke a summing-up meeting of midterm inspection on teaching of the university;
(3) Each school/department should make a summary of midterm inspection on teaching and a survey report on style of study of students, and submit them to Teaching Assessment Section of Dean’s Office by the 13th week.
After the finish of midterm inspection on teaching of this semester, Dean’s Office shall edit News Report on Teaching (Special Supplement of Midterm Inspection on Teaching), which shall include inspection plans and summaries of all schools/departments. Therefore, all schools/departments shall enclose electronic versions of these materials when submit them.
